Counsel of Antitrust and Public Procurement Practice
Sergey is a specialist with over 15 years of experience in antitrust law and public procurement area. He has extensive expertise in antitrust regulation and competition protection, consults and represents clients in their relationships with governmental bodies and commercial partners, and develops and implements antitrust compliance systems. Sergey's professional experience allows him to effectively protect clients' interests during scheduled and unscheduled inspections by the antimonopoly authority, represent them in procedures challenging the order and results of competitive procurement procedures (44-FZ and 223-FZ), including procedures for inclusion in the Register of unfair suppliers, as well as in cases of abuse of a dominant position, unfair competition, improper advertising, etc. In addition, Sergey has extensive experience in conducting cartel investigations: he represented the interests of companies from various sectors of the economy in more than 70 cases of cartel agreements, for a total of sanctions exceeding 5 billion rubles, and acted on the defense side (including as a specialist) in 16 criminal cases. Sergey's industry competencies include healthcare, construction, wholesale trade, energy, transport, communications and other sectors of the economy.
In 2009, he graduated from the National Research University «Higher School of Economics», specializing in Business Law. He completed advanced training at the Training and Methodology Center of the Federal Antimonopoly Service of Russia and at Queen Mary University of London, where he earned a Postgraduate Diploma in Competition Law.
Sergey is the author of scholarly articles, monographs, analytical materials and legislative initiatives. He regularly speaks at specialized conferences and seminars.
From 2006 to 2010, he worked at the Federal Antimonopoly Service (FAS Russia), and from 2011 to 2021, he was a member of the Non-Commercial Partnership «Assistance to Competition Development». He is an active member of the Public Councils of the territorial offices of the FAS Russia and the expert councils of the Central Office of the FAS Russia.
Sergey has been awarded departmental awards and honorary diplomas of the FAS Russia. In 2016 and 2017, he was included in the Best Lawyers rating in the «Antitrust Regulation» category.
