On June 28, 2022, the Federal Law was signed which stipulates a provision abolishing for 2022 liability for IP infringement in the goods listed by the Government. By now, this list has been formed in accordance with the Decree of the Government No. 506 as of March 26, 2022, by the Ministry of Industry and Trade and relates to products that may be imported into Russia without the permission of the right holder.
This law, in fact, completely legitimizes parallel importation for goods that are necessary for Russian industry and consumers, but are not introduced into circulation by right holders irrespective of the need of the Russian market.
Thus, goods allowed for parallel importation are, for example, cars and spare parts for them, engines, devices and equipment for railways, machinery and equipment for various industries.
